In March 2007, Mary Catherine Lindberg and John Risk were appointed by the Minister of Health and Long-Term Care to conduct a three-month independent review of the Ministry’s management of Ontario's Out-of-Country Health Coverage Program as it is established in section 28.4 (2) of Ontario Regulation 552 – a regulation made by authority of the Health Insurance Act.

A number of recommendations resulted from this review and were reported to the ministry on July 10, 2007. In response to those recommendations, the ministry has made a number of improvements to the Out-of-Country program to better communicate program information and processing.
