The Capacity Review is a comprehensive assessment of local health units' capacity to provide the public health services Ontarians need in the most effective way possible. It is informed by the work of Justice Campbell and
Dr. David Walker. The Capacity Review is looking at public health as it could be in the future, as a system – as it could be better delivered, managed, governed and funded.

The Capacity Review is not an operational review or field assessment; it is not intended to grade health units as good or bad, nor will it examine the details of health unit programs.

The Capacity Review will look at how local public health can work more effectively as part of an integrated provincial public health system. The review will also articulate a vision of the place of public health within a health system that is rapidly changing.
