Report of the Agency Implementation Task Force
Building an Innovative Foundation : A Plan for Ontario’s New Public Health Agency
Part One
October 2005
In carrying out its mandate, the Agency Implementation Task Force (AITF) will present two reports to the Ministry of Health and Long-Term Care (MOHLTC). This report, Part One, provides an overview of the deliberations and recommendations to date. It sets out the vision and lays the foundations for a new Public Health Agency for Ontario. It also outlines a proposed governance model, including the recommendation that the Agency be established as a scheduled agency of the MOHLTC. Furthermore, the recommendations in this report delineate accountability relationships between the Agency and the MOHLTC as well as principles to guide partnerships. Part One also provides the MOHLTC with high level recommendations regarding the functions and program areas to be undertaken by the Agency. However, additional work remains to further define the scope of the Agency’s operations. Some of this work will be guided by recommendations put forth as part of the public health laboratory review currently underway, as well as by developments such as the transition associated with the newly established Ministry of Health Promotion. To this end, the AITF believes that further delineation of the Agency’s functions and program areas must be undertaken as the Agency begins to materialize through the establishment of founding legislation, and the appointment of a Board of Directors as well as a Chief Executive Officer.
